The Tornagrain site was identified by The Highland Council as part of their A96 Corridor Growth Strategy, which sought to produce a long term vision for the future growth of Inverness and Nairn. The A96 Corridor Strategy sought to provide a framework for the development of existing communities, the creation of new ones, employment space and crucially the protection of the green spaces between.
The Tornagrain site was chosen as a potential site for a new community because of its excellent transport links, proximity to Inverness Airport Business Park and its ability to share services and infrastructure with that development. In addition Moray Estates promoted the site, which it owns, as suitable for the creation of a community based upon traditional town planning principles.
